Backgrounder
In September 2005 the
Council proposed to:
-
build a headquarters at Rolleston,
-
retain customer services in Darfield, Leeston
and Lincoln, and
-
amend the Selwyn Community Plan
(also known as the LTCCP, or Long Term Council Community Plan)
accordingly.
A statement of the proposal
was adopted by the Council on 28 September 2005 as a basis for public
consultation, pursuant to the Local Government Act 2002. The submission
period closed on 15 November and, one month later, after considering the
information and arguments that had been submitted, the Council decided to amend
the Community Plan and proceed with the proposal through the planning stage.
In March 2006, the District Plan was amended
through Variation 24 to rezone the preferred building site in Rolleston so that
the building could proceed. Submissions were invited on Variation 24. After due
consideration the decision was made to proceed.
In the last week of October 2006 the
main contractor was appointed so that
construction could begin.
Eleven months later, on 29 September 2007, the building was
officially opened by the Governor-General, the Honourable Anand Satyanand. Staff
moved into the building on 19 November 2007.

The summary and submission
form were mailed to all ratepayers and they also appeared as a 4-page
centrespread in the Canterbury Times (October 11th) and
the Central Canterbury News (October 12th).
