Private Plan Change Request - Proposed Plan Change 2
Rezone Rural (Inner Plains) to Living XA (Deferred) – Blakes Road, Prebbleton

Plan Change 2 to the Selwyn District Plan (Township Volume) proposes to rezone approximately 18.85 hectares of existing rural land (Inner Plains) to a deferred Living XA zone for a mixed density of residential development.
The deferral is to remain in place until there is adequate capacity in a Selwyn District Council operated reticulated sewage treatment facility to service the land for residential development. The area to be rezoned is located at 49 to 53 and 65 Blakes Road and 27 Cairnbrae Drive, Prebbleton and is on the township’s western boundary.
The key changes proposed by Plan Change 2 include:

Approximately 200 households at a minimum density of 10 lots per hectare, provided in areas of low (1,000m2 minimum), medium (600m2 to 900m2) and high (400m2 to 600m2 average) density.

Incorporation of an Outline Development Plan to guide subdivision and development.

Roading access from two main access roads, including a new intersection off Blakes Road and an extension of Cairnbrae Drive.

Cycle and pedestrian access through a new access point off William Street.

Several green space reserves. This includes two green space (stormwater) reserves, one green open space (for passive recreation) and the extension of the existing playground to the west of William Street.

Deferral of development until there is adequate capacity in Council’s reticulated sewage network.

Notification
Council resolved on the 24th June 2009 to accept Plan Change 2 for notification, which provides the opportunity for interested parties to lodge submissions prior to a hearing being held to consider the merits of the proposed plan change.
Submissions should be made on the Plan Change on the prescribed form, which is provided below.
The closing date for submissions on Plan Change 2 was Thursday 12th November 2009.
A full copy of the application and submission form are also available Council Service Centre’s or Libraries at Rolleston, Darfield, Lincoln and Leeston.
