Introduction

Selwyn District is the fastest growing district in New Zealand.

We have been planning for this growth for a number of years as a partner in the Greater Christchurch Urban Development Strategy (UDS). As a result of the Canterbury earthquakes, and subsequent government decisions on red-zoned land in Greater Christchurch, land for housing is a primary consideration for Councils throughout Greater Christchurch.

Council's Plan Change 7 to rezone over 800 hectares of land for future residential development in 2010 (before the Canterbury earthquakes) is now complete with land rezoned for residential use and available for developers to subdivide to provide sections for the market.

We are working with developers to ensure that subdivision consents are processed as quickly as possible.

 
Sections available in our District

Through Plan Change 7, Selwyn District Council has rezoned enough land to allow the development of over 8,800 sections until 2041.

We are currently working on a Plan Change to rezone additional land for residential development in Prebbleton which should cater for an additional 1,300 sections over the same time period.

Indications from developers are that there will be up to 7,000 greenfield sections released on the market during the next two years, about 1,260 of which will be in Selwyn.

In Selwyn District, those sections will be available primarily in Rolleston, Lincoln, Prebbleton and West Melton, although there are sections available in other parts of the District including Leeston and Darfield.

1. Subdivisions

This map indicates sections that are available in Selwyn within developments that are for five sections or more and have obtained subdivision consent. Land Availability Map

Having subdivision consent does not mean that Titles are available.  The subdivider may still be going through the steps necessary to have Titles made available (refer to The Subdivision Process).  However, it is common for developers to enter into contracts to sell sections before Titles are available.

2. Land Available for Development

These maps indicate where future development is to occur in Selwyn. These areas do not all have subdivision consent and in the case of Prebbleton, may not yet be zoned for residential development.
