Proposed Rural Residential Plan Change

Selwyn District Council has initiated a plan change to incorporate a rural-residential zone and related provisions into the Rural Volume of the District Plan. This is in response to an identified demand for rural-residential development in close proximity to the existing settlements in Selwyn and Christchurch City. In addition, the Greater Christchurch Urban Development Strategy (UDS) and Proposed Plan Change 1 to the Regional Policy Statement (PC1) provide for a limited amount of rural-residential development within the eastern area of Selwyn District over the next 30 years.

Council is developing criteria to identify ‘preferred locations’ for rural-residential households that include:

  1. Identifying what defines the existing rural character in the District
  2. Identifying the type of locations suitable for rural-residential activities and constraints to restrict development from occurring in less favourable locations. The criteria will form the basis of the planning framework to manage the scale, character, location, timing and servicing requirements of rural residential development.
  3. Production of a Rural-Residential Design Guide

Background Report and Project Timeframes

A background report has been produced that details the following:

  • Why the plan change is needed?
  • Background to the demand and policy context for rural-residential activities in the District
  • Identification of the elements that define rural-residential activities
  • An assessment of each Township Study Area
  • Finalised criteria for selecting ‘preferred locations’ for rural-residential development
