About the private plan change

On 17 November 2020 Rolleston West Residential Limited lodged a private plan change request with the Council. The request seeks a change to the Operative Selwyn District Plan by rezoning approximately 160 hectares of land in two separate locations on Dunns Crossing Road, Rolleston. This would enable approximately 2100 residential sites and two commercial areas.

Update 21 July 2021 – Re-notification of Summary of Submissions

Council notified the summary of submissions and called for further submissions on 16 June 2021, with the period for further submissions closing on 30 June 2021. Following this, Council received a late submission from the New Zealand Defence Force (NZDF). With the agreement of the private plan change proponent, the Council is re-notifying the summary to include the NZDF submission.

The NZDF submission [PDF, 1045 KB] has been included in the summary and is open for further submissions until 5pm, Wednesday 4 August 2021. The period for further submissions was publicly notified in the Selwyn Times 2 July 2021.

Further submissions may only be lodged by any person representing a relevant aspect of the public interest or that has an interest in the plan change greater than the interest the public has, or by the local authority itself.

Any further submission must be limited to matters either in support of or in opposition to the original submission made by the NZDF on PC73. This must be in writing and in accordance with Form 6, which is available from any Council Service Centre or online at www.selwyn.govt.nz/pc73.

Further submissions must be served on Selwyn District Council and a copy must be provided to the NZDF no later than 5 working days after a further submission is provided to Council.

Update 3 May 2021 -Submissions Closed

Public submissions on Plan Change 73 closed at 5pm on Monday 3 May 2021. The submissions will be made publicly available in due course. Once submissions have been summarised, the period for further submissions will be notified.

Update 31 March 2021 - Public Notification

Plan Change 73 was accepted for notification at Council’s meeting on 10 March 2021.

The Plan Change will be publicly notified in the Selwyn Times newspaper on 31 March 2021.

This application is currently being reviewed to ensure the information is adequate for public notification. Once this has been completed and any required information received it will be taken to Council to be considered for notification.
