All subdivisions that are required to install Council vested stormwater reticulation and management areas to service their proposed development are required by their Resource Consent to obtain and hold an Operational Phase stormwater discharge consent.

Developers are required to hold this discharge consent in their name for two years after the issuing of S224 before they can apply to transfer the consent to Selwyn District Council.

Prior to Council accepting the transfer of a Developers operational discharge consent the following requirements must be met:

  • The stormwater network that the operational discharge consent is associated with must be completed and operational for a minimum of two years.
  • Council is supplied with all documents associated with the discharge consent that is to be transferred including but not limited to:
    • The relevant consent decision
    • All fully compliant compliance monitoring report(s) issued by ECAN
    • Stormwater Management Plans
    • Operation and Maintenance Manuals
    • Asbuilts and QA documentation as prescribed by the Engineering Code of Practice
  • Completion of a final inspection to the satisfaction of Selwyn District Council
