On Sunday 19 July and Monday 20 July NZTA Waka Kotahi will be working from 7pm to 5am at the intersection of Dunns Crossing/Walkers Road to complete road shoulder construction on the eastern approach to the new roundabout.
Traffic impacts
Temporary traffic lights will be in place and SH1 will be reduced to one lane.
A temporary 30kmh speed limit will be in place

From Monday 13 July to Thursday 5 November CORDE will be carrying out works on behalf of Selwyn Water Limited to install a watermain on State Highway 77 (Homebush Road) between Whitecliffs Road and Coaltrack Road.
From Monday 13 July work will begin at Glentunnel Domain working towards Coaltrack Road.
From Monday 28 September work will begin at Glentunnel Domain working towards Whitecliffs Road.
Traffic Impacts
Temporary traffic management will be in place for the duration of the work, including:
- Temporary traffic lights will be in place around the worksite and will move as work moves along the road.
- Works will progress along Homebush Road in stages, rather than across the full length of road at once.
- As the work site progresses along Homebush Road, some side streets will be accessible from Homebush Road but will not have an exit back onto it. Please follow detour signage in place.
- A temporary speed limit of 30 km/h.
Resident access
While we are trenching past driveways, property access may be disrupted for up to two days at a time. The on-site team will contact properties directly and support access.
Please let us know if you have any specific access requirements e.g. nurse/doctor visit, planned works to your property or large deliveries.
Orange section – Work will commence in the direction of the arrow from Monday 13 July.
Blue section – Work will commence in the direction of the arrow from Monday 28 September.
Downs Road
The road will reopen at 5pm Thursday 9 July, as planned. Once reopened, a temporary 30km/h limit and priority give way will be in place to protect this work over the long weekend.
A few items are still outstanding due to wet weather this week: road sealing, water main connections.
To finish this work Downs Road will be closed from 9am-4pm Monday 13-Wednesday 15 July. The road will be open outside these times.
On Thursday 16 July temporary traffic lights will be in place for one day while we reconnect the water main.
Aitkens Road
Update: These works have been delayed by two weeks and will now start on Monday 27 July and continue until Friday 14 August.
From Monday 13 to Friday 31 July 2026 Aitkens Road will be closed near the intersection with Hororātā Road to upgrade a culvert.
This work has been planned to reduce flooding risk in the area, without impacting areas already prone to flooding.Work will begin at around 7am and we aim to be completed by 6pm daily, Monday to Friday.
Poor weather or unforeseen site conditions may delay the commencement of this work.
Traffic Impacts
- Aitkens Road - a temporary road closure will be in place, please follow the detour signage.
- Hororata Road – temporary traffic lights will be in place.
Driveway and Pedestrian Access
- Access for residents will be maintained, however, CORDE may need to work in front of driveways from time to time. They will give you notice of this. If you have any large deliveries or essential services scheduled during this period, please let CORDE know in advance so they can accommodate your needs.

Leeston Road flood culvert installation
A box culvert is being installed to reduce the risk of flooding, while avoiding impacts to locations alreadyprone to flooding. The new box culvert will be 2.5 metres wide, 1 metre deep, and 12 metres long, with new headwalls and wingwalls also being installed.
Options were considered to maintain traffic flow during construction, including the use of temporary traffic lights. However, given the size of the excavation required and the width of the existing road, there is not enough room to safely accommodate this. The photos below show a similar sized culvert recently installed which demonstrate the scale of work to be undertaken.
Work will take place from around 7:30am to 5:30pm Monday to Friday, with some work outside these hours. Weather and unforeseen site conditions may affect these times.
Please note: Favourable weather conditions may allow work to be completed quicker allowing the road to partially reopen to one lane earlier.

East Maddisons Road to Leeston Road. - Vehicles travelling from Collins Road will need to detour via Leeston Road, Ellesmere Junction
Road, and Goulds Road to get back onto Leeston Road. - Vehicles travelling on Leeston Road will need to detour via Goulds Road, Ellesmere Junction Road
to get back onto Leeston Road. - Temporary traffic lights, allowing alternate flow in both directions will be in place on Leeston Road
from Goulds Road to just past East Maddisons Road from Friday 14 August to Friday 28 August. This will allow the finishing works to be completed once the box culvert installation is complete.

Project Overview
- What work is being carried out?
The existing 450mm pipe culvert is being upgraded to a 2.5 x 1m box culvert to reduce flood risk and to improve drainage.
- Why is this work necessary?
The limited capacity in the existing culvert is not sufficient, contributing to flooding and road closures. The upgrade will mean more water can flow through the culvert, reducing flooding for major storm events.
- What size will the new culvert be?
Approximately 2.5m wide by 1m high and will be in place around 2.5m below road level.
- Will water, power or telecommunications services be affected?
No. There are no expected impacts to any other services.
Timing and length of works
- Why does the work take several weeks?
The works involve large-scale excavation, installation, and reinstatement, requiring specialised equipment and sequencing. Favourable weather conditions may allow work to be completed quicker allowing the road to reopen earlier.
- Why is it being done now?
Timing balances weather conditions, flood risk, and minimising disruption to agricultural and road users. There is no ideal period that avoids all impacts. Additionally, the sooner this work is completed then the sooner the benefits of reduced flooding risk can be realized.
- Why was the start date changed?
The programme was initially adjusted to allow for additional communication and align with school holidays to reduce disruption. The more recent delay is the result of recent inclement weather.
- What will the working hours be?
Typically work will run from 7.30am-5.30pm Monday to Friday with occasional extended hours if required.
Traffic and Access
- What are the traffic impacts?
There will be a road closure between Goulds Road and East Maddisons Road with detours via Goulds Road and Ellesmere Junction Road.
- Will property access be maintained?
Yes, access for residents will be maintained during the works.
Construction Approach
- What will happen to the existing culvert?
The existing culvert will remain.
- Why is a full road closure required?
Due to the depth and size of excavation and limited road width, maintaining traffic is unsafe and not practicable. Full closure reduces duration and improves safety.
- Were alternative construction options considered?
Yes. Staged construction, temporary roads, and traffic management options were assessed but were not feasible due to safety constraints, ground conditions, site geometry, and overhead services. Options to maintain one traffic lane are impractical, photos above show the scale of similar work recently completed, highlighting the need for a road closure.
Community and stakeholders
- Have schools and bus services been consulted?
Yes. The project team has engaged with schools and bus operators to coordinate arrangements and minimise disruption.
- How has community feedback influenced the project?
Feedback has resulted in a deferring the start date to reduce disruption and allow additional stakeholder engagement.

- What activities will occur?
Excavation, culvert installation, and road reconstruction using heavy machinery (see above photos).
- Will there be noise or disruption?
Yes, during working hours, with efforts made to minimise impacts.
- Will services be affected?
No expected impacts to water, power, or telecommunications.

Further upgrades may be considered as part of wider network planning, subject to assessment and funding.

From late October until September 2026, Fulton Hogan will be carrying out Stage One of the Lincoln Town Centre Upgrade.
July 2026 works
Robert Street and William Street temporary road closures at intersection with Gerald Street - 27 July to 3 August 2026
From Monday 27 July, we’ll be working on Robert Street and on William Street, at the intersection with Gerald Street. During these works, we will be constructing new concrete ramps. Each ramp requires a 72-hour curing period to achieve sufficient strength before being reopened to traffic. Works are weather dependent and may be delayed if required.
- The road closures will be in place from Monday 27 July and we expect the work to take about a week to complete.
- There will be no access onto Gerald Street from Robert Street and vice versa during this time. Please use the detour routes via South Belt/Maurice Street.
- William Street will also be closed at the intersection of Gerald Street for this same period, please use the detour routes via North Belt/Lyttelton Street.
Our friendly staff on site can assist with any queries. Footpath access around our work site will be maintained. A temporary 30km/h speed limit will be in place where we are working so we can keep our workers safe. Please drive with care when travelling through the site, allow extra time and pay attention to the signage and changes to the road layout.
General information:
- Access to properties and businesses will be maintained.
- The majority of the work will be carried out from Monday to Friday between 7:00am and 7:00pm, and on Saturdays and at night if needed.
- The timing of the work and certain activities will depend on the weather and the condition of the roads. We will provide updates if there are changes to the planned works.
- Measures will be in place to minimise noise, dust and vibration levels.
- There will be construction noise as the work is completed but this will be kept to a minimum.

Gerald Street and Kildare Terrace overnight works - 12 July to 17 July 2026
We’ll be carrying out overnight paving works between 7 pm and 6 am on Sunday 12 July until 17 July along the shop frontages between Hammer Hardware and I Sushi. This work is expected to take around a week to complete. This includes removing sections of the existing surface, preparing the area, and laying new pavers. A small section of kerb and channel and footpath resurfacing will also be completed at the Kildare Terrace and Gerald Street intersection.
The work will take place at night when many of the businesses will be closed to minimise the disruption for them during the day.
- There will be some noise from machinery, trucks and work crews and temporary lighting will be used.
- Our team will do their best to keep disruption to a minimum.
- Pedestrian access will be restricted in some areas during the works.
- Please follow directions from onsite staff and observe all signage.

Maurice Street and West Belt - temporary closures now extended to 17 July 2026
As part of Stage One of the Lincoln Town Centre project, we’ll be completing road reconstruction works at the intersections of Maurice Street and West Belt with Gerald Street.
Work began on Monday 8 June 2026 and is now expected to be complete by 17 July.
Temporary road closures will be in place during this period:
- Maurice Street at the Gerald Street intersection will be closed
- West Belt at the Gerald Street intersection will be closed
- Detours will be in place via South Belt and Robert Street
- West Belt (north) will temporarily be one way
- Lyttelton Street will temporarily be one way
Footpath access will remain open, and access to properties, businesses and the public car parks will be maintained.
A temporary 30km/h speed limit will apply, please follow all signage and allow extra travel time.

Raineys Road - Minchin Bridge closure for upgrades
From Monday 6 - Friday 10 July HEB will be carrying out works on behalf of the Council to replace the wooden guard rails with steel guard rails.
Work will begin around 7am and aim to be completed by 5pm daily, Monday to Friday.
Traffic impacts
The bridge will be closed during work hours. No pedestrians or vehicles will have access. Access for emergency services will be maintained.
SH1 Rolleston Access Improvements
From Sunday 19 July to Friday 24 July, NZTA will be starting night works in Rolleston, on Rolleston Drive, Kidman Street, SH1, Jones Road and Hoskyns Road.
Work will take place between 8pm and 5am, however is weather dependent.
What's happening?
NZTA will be working in the berm, footpath and road corridor to locate underground services and investigate ground conditions. The work is being carried out at night when traffic volumes are lower to minimise congestion and disruption.
What to expect?
A hydrovac truck will be used to safely expose underground services using high-pressure water and a vacuum system. The excavated soil is collected in a debris tank, reducing mess and minimising disruption to the surrounding area. This method is safe, accurate, and helps prevent damage to underground infrastructure.
Once the services have been located, the excavations will be backfilled and the surface restored. Residents may experience some noise while the work is being carried out.
Traffic impacts
Temporary traffic management will be in place including temporary traffic lights, lane shifts, shoulder closures, and temporary parking removal. Please look out for our staff and follow their instructions. Footpath access around the work site will be maintained. Please look out for changes in traffic management and follow signs on site. A 30kph speed limit will be in place.
Driveway and pedestrian access
Access to properties will be maintained. However, crews may need to work in front of driveways from time to time. If you need to enter or leave your property while work is taking place, please speak with a staff member and they will ensure your driveway remains accessible.
On Monday 20 - Friday 24 July HEB will be carrying out safety improvements on Shands Road.
This wok will be done over two stages:
Stage 1 Shands Road Between Blakes – Marshs Roads 20-21 July
Stage 2 Shands Road Between Trents-Blakes 22- 24 July
Traffic Impacts
- A one-way traffic system will be in place from 9am-3pm daily during this work.
- Shands Road will be open southbound (away from Christchurch). It will be no entry northbound (towards Christchurch).
- Detours will be in place along with reduced speed limits through the work site
- Residents will still have access to their properties, however there may be short delays. Please follow all signage and directions from traffic management staff.

What's happening?
From Monday 23 February until Friday 28 August large parts of the Stormwater Management Reserve at 93 Tosswill Road will be closed while infrastructural works are installed in the adjacent subdivision.
The partial closure of the reserve is necessary, as heavy machinery and trucks will access the subdivision through the park during this time.
As part of the new subdivision works, new reserve pathways and features will be installed, including upgrades to walking tracks, native planting, stream naturalisation and passive recreation spaces, as well as seating areas which will be constructed in and adjoining the reserve.
During Stage 1 and 2 of the subdivision, a recreation reserve will be constructed to provide children’s play facilities and seating and bike racks.
General information
Please follow all on site signage and instructions and always keep pets on a leash while using the reserve.

From Monday 13 to Friday 24 July CORDE will be carrying out works on behalf of Ngāi Tahu Property and Mike Greer Homes, to install a new sewer main on Tosswill Road. This is part of a wider programme of work that will be occuring through until October 2026 and updates will be provided as the stages are confirmed.
Traffic Impacts:
- Temporary traffic lights will in place allowing alternate flow
- There will be a 30 km/h temporary speed limit in place
- Footpath closures will be in place, please follow the detour signage
Vehicle access to some driveways will be temporarily restricted while the sewer main pipe is installed. The on-site team will contact properties directly and support access.
