The Council undertook a representation review in 2015.
Final determination by the Local Government Commission
A final decision on representation was made by the Council in December 2015, but was appealed to the Local Government Commission. The Commission considered the appeals at a hearing on 7 March 2016.
On Thursday, 7 April 2016, the Local Government Commission released its determination in respect of representation arrangements to apply for the election of the Selwyn District Council to be held on 8 October 2016.
The three major changes to representation were:
- The removal of the Selwyn Central Community Board
- Changes to the boundary between Ellesmere and Selwyn Central Wards
- Changes to the boundary between the subdivisions of Hawkins and Tawera subdivisions for the election of the Malvern Community Board.

Preliminary consultation, July 2015
In July, the Council asked for community feedback on a range of options for future representation, including possible changes to the number of wards, ward boundaries, the number of councillors, whether councillors should be elected across the whole district or within wards, and whether there should be Community Boards.
The Council’s Representation Review committee considered this feedback and the Council subsequently adopted an initial proposal for formal public consultation.
