LBP

A person who is licensed by the Building Practitioners Board and must follow the Licensed Building Practitioner Rules 2007.

R1 complexity
  • Simple residential outbuildings and ancillary buildings as defined by the building regulations.
  • Single-storey detached dwellings (SH) designed to a common standard (eg NZS 3604, NZS 4229, NASH 3405, etc) – they have minimum of 450 mm soffit, maximum high wind zone, up to 2 cladding systems on any given wall, and habitable by up to 6 people.
  • Proprietary garages, garden sheds and carports, and farm buildings.
R2 complexity
  • Detached dwellings (SH) designed to a common standard (eg NZS3604, NZS 4229, etc) that are:
    • Up to two storeys.
    • Moderately complex designs with different shapes.
    • Use of recognised proprietary systems (eg hyspan, ganglam, Mitek type products)
  • May include minor specific design elements (eg steel garage lintel, flashing detail, access route, etc).
  • These have:
    • a moderate risk of a claim against Council, and
    • a low risk of injury to users in the event of a building failure.
R3 complexity
  • Detached dwellings (SH), or other dwellings (SR), that are:
    • Up to three storeys.
    • More complex design with significant specific design (engineering or other).
  • Multi-unit or more advanced residential buildings with fire separation limited to vertical plane fire separation and direct egress to the outside.
  • These have:
    • a high level of risk of a claim against Council, and
    • a moderate to high level of risk of injury to users.
Outbuilding

A building:

  • that is not used for living in, and
  • supports another main building.

Their meaning is defined in NZBC A1 classified uses as: 7.0 Outbuildings.

Examples: a carport, farm building, garage, greenhouse, machinery room, private swimming pool, public toilet, or shed.

Industrial

Building used for:

  • Manufacturing or processing
  • Producing goods ore energy.
  • Repairing goods.
  • Storage related industrial work.

Their meaning is defined in NZBC A1 classified uses as: 6.0 Industrial.

Examples: agricultural building or agricultural processing facility, aircraft hangar, factory, power station, sewage treatment works, warehouse or utility.

Ancillary

Structures that:

  • are not for living in, and
  • must still meet safety and structural requirements.

Their meaning is defined in NZBC A1 classified uses as: 8.0 Ancillary.

Examples: bridge, derrick, fence, free-standing outdoor fireplace, jetty, mast, path, platform, pylon, retaining wall, tank, tunnel or dam.

Territorial AuthoritySelwyn District Council – responsible for local building, planning, and other territorial authority functions.
