Details of current notices of requirement
With a designation, requiring authorities can set aside land for future public works or projects like roads, telecommunications and electricity networks, or schools and prisons.
A designation places restrictions on what anyone other than the requiring authority can do on the designated land. If an area of your property is part of a designation it means you cannot make changes to the land without the prior written consent of the requiring authority or necessary approvals from the district council.
Once a designation is in the district plan, the proposed works can be carried out there at any time and the authority responsible does not have to comply with the district plan rules.

A requiring authority is:
- Minister of the Crown
- A local authority
- A network utility operator* can be approved as a requiring authority by the Minister for the Environment.
*A network utility operator is an organisation that conducts activities that, in Selwyn, would include power transmission, electricity and water distribution, telecommunications network, and construction of roads and railway lines. These organisations can be approved as a requiring authority by the Minister for the Environment.

A Notice of Requirement for a new designation may be publicly notified or limited notified for submissions or may be non-notified.
Current Notified Notices of Requirement
Publicly Notified – Amendment to NZTA-1 State Highway 1, D240003 Rolleston Overpass
The New Zealand Transport Agency has served notice in the prescribed form that the boundaries of State Highway 1 require an amendment to incorporate a new overpass at Rolleston. The requirement applies to approximately 68,803m2 of land located north and south and east to west of State Highway 1.
In summary, the proposed work includes:
- Closure of the existing intersection of SH1 and Rolleston Drive North and construction of an overpass, over SH1 and the railway, to connect to Jones Road, with walking and cycling facilities.
- A new exit lane from SH1 southbound and new service lane, to improve access to the Rolleston town centre, highway amenities and suburbs.
- Left turn only access / egress at Tennyson Street, Brookside Road, and Rolleston Drive South.
- A left turn only egress from Hoskyns Road onto SH1 northbound.
- Various ancillary works including, but not limited to, the construction of stormwater detention basins, reconfiguration of property access and associated road works within the local road network

Update 15 January 2026
The New Zealand Transport Agency has now released its decision on the Notice of Requirement under s172 RMA. An appeal period is now in effect until Thursday 5th February 2026 where appeals may be made to the Environment Court by either submitters or Council in accordance with s174 RMA.

Council has made a recommendation to the New Zealand Transport Agency under s171 RMA under delegated authority afforded to the Chief Executive.

Limited Notified – Amendment to NZTA-1 State Highway 1, D240002 Dunns Crossing Road Intersection Upgrade
The New Zealand Transport Agency has served notice in the prescribed form that the boundaries of State Highway 1 require an amendment to incorporate a new roundabout at the intersection of Dunns Crossing Road and Walkers Road in Rolleston. The requirement applies to approximately 34,304m2 of land located north and south and east to west of State Highway 1.
In summary, the proposed work includes:
- A new roundabout that will provide vehicle access to/from Dunns Crossing/Walkers Road with SH1.
- Closure of the current intersection of Dunns Crossing Road with SH1 and the formation of a cul-de-sac.
- Realignment of Walkers Road intersection with SH1 to connect at the new roundabout.
- Provision of a new level crossing over the railway line for the realigned Walkers Road and shared path.
- Provision of a new shared path for cyclists and pedestrians, including a subway beneath SH1 between Dunns Crossing Road and Walkers Road.
- Ancillary works

List of Designations
A list of Council and other requiring authorities designations, in the Selwyn District, can be found in Appendix 2 of the District Plan Township Volume and Rural Volume. This list will be superseded by the one contained in Part 3 Designations of the Partially Operative District Plan (Decisions Version), once these provisions are beyond challenge.
Privately owned land
A requiring authority may notify a requirement over land that it does not own.
The designation has an immediate restrictive effect on that land and what can be undertaken on it by any other person.
Prior written consent from the requiring authority is needed for any land use activity or subdivision that could prevent or hinder the designation's purpose.
Once a designation is confirmed it overrides the restrictions of the district plan on undertaking the work.
