Aitkens Road

Temporary Reopening of Leeston Road

Selwyn District Council and its contractor have been closely monitoring the recent weather conditions and assessing their impact on the works underway at Leeston Road, along with the associated diversion routes in the area.

As a result of these weather-related impacts, a decision has been made to temporarily suspend the planned works and reopen Leeston Road until conditions are suitable for construction activities to resume.

Leeston Road will reopen from late afternoon of Wednesday, 8 July,

It will close again from 9.00am on Monday, 13 July to allow the works to continue.

Temporary speed restrictions will remain in place throughout this period to ensure the safety of road users. Please note that the closure of East Maddisons Road will remain in effect.

The temporary reopening of Leeston Road is intended to help alleviate travel pressures for residents and road users within the local area while adverse weather conditions persist.

While every effort is made to programme major roadworks to minimise disruption to the community, weather can significantly affect construction activities at any time of the year.

The scheduling of these works has been determined following careful assessment of a number of complex factors, including overall project planning, coordination with other construction activities in the district, and the need to minimise disruption to the community as far as practicable.

Reduced speed limits have been implemented on all designated diversion routes to help manage safety risks and provide a safer environment for all road users.

We appreciate the community's patience and understanding as these important works are completed.

Leeston Road culvert upgrades

From Monday 6 July - Friday 28 August CORDE will be carrying out works on behalf of Selwyn District Council to upgrade a culvert on Leeston Road.

This work has been planned to reduce flooding risk in the area, without impacting areas already prone to flooding.  This work will reduce occassions when this road is closed due to flooding over winter, making the road safer and reducing closures and delays particularly over winter.

Find out more about the project, including the reasons for the timing and length of construction.

Traffic Impacts

  • From Monday 6 July - Friday 14 August Leeston Road will be closed from Goulds Road to just past East Maddisons Road.
  • There will be no exit from East Maddisons Road to Leeston Road.
  • Vehicles travelling from Collins Road will need to detour via Leeston Road, Ellesmere Junction Road, and Goulds Road to get back onto Leeston Road
  • Vehicles travelling on Leeston Road will need to detour via Goulds Road, Ellesmere Junction Road to get back onto Leeston Road
  • Temporary traffic lights, allowing alternate flow in both directions will be in place Friday 14 August to Friday 28 August.

Project Overview

  • What work is being carried out?

The existing pipe culvert is being upgraded to a larger box culvert to reduce flood risk and to improve drainage. Excavation, culvert installation, and road reconstruction will be done using heavy machinery. Every effort will be made to minimise noise and other impacts.

  • Why is this work necessary?

The limited capacity in the existing culvert is not sufficient, contributing to flooding and road closures. The upgrade will mean more water can flow through the culvert, reducing flooding for major storm events.

  • What size will the new culvert be?

a graphic of the shape and depth of the culvert worksApproximately 2.5m wide by 1m high and will be in place around 2.5m below road level.

  • Will water, power or telecommunications services be affected?

No. There are no expected impacts to any other services.

Timing and length of works

  • Why does the work take several weeks?

The works involve large-scale excavation, installation, and reinstatement, requiring specialised equipment and sequencing.

  • Why is it being done now?

There is no ideal period that avoids all impacts, but the timing of the works balances weather conditions, flood risk, and minimising disruption to agricultural and road users.

  • Why was the start date changed?

The programme was adjusted to allow for additional communication and align with school holidays to reduce disruption.

  • What will the working hours be?

Typically work will run from 7.30am-5.30pm Monday to Friday with occastional extended hours if required.

Construction Approach

  • What will happen to the existing culvert?

The existing culvert will remain.

  • Why is a full road closure required?

It is not safe or practical to maintain traffic due to the depth and size of the excavation to install the new culvert and the limited road width.

  • Were alternative construction options considered?

Yes. Staged construction, temporary roads, and traffic management options were assessed but were not feasible due to safety constraints, ground conditions, site geometry, and overhead services.

Community and stakeholders

  • Have schools and bus services been consulted?

Yes. The project team has engaged with schools and bus operators to coordinate arrangements and minimise disruption.

  • How has community feedback influenced the project?

Feedback has resulted in a deferring the start date to reduce disruption and allow additional stakeholder engagement.

From late October until September 2026, Fulton Hogan will be carrying out Stage One of the Lincoln Town Centre Upgrade.
