Before You Apply

Before you begin your application, please read the following important information. This will help ensure your application is completed correctly and avoid delays.

Be aware that:

  • You must apply for and receive a Vehicle Crossing Permit before starting any work.
  • Applications are submitted via the online Vehicle Crossing Application Form.
  • A Corridor Access Request (CAR) is required before submitting your application. [selwyn.govt.nz]
  • A Traffic Management Plan (TMP) may also be required and must be completed by a qualified STMS.

Process

Below is the process that is followed for all applications. A visual flowchart detailing the process is also available.

Pre-Approval Phase

  1. Submit application for Vehicle Crossing (VX) licence or design approval.
  2. Await design review.
  3. If design is not approved, revise design and provide additional information, then resubmit.
  4. If approved, proceed to receive VX approval.

Corridor Access Request (CAR) Approval

  1. Submit application for Corridor Access Request (CAR) with Traffic Management Plan (TMP) and methodology.
  2. Await approval decision.
  3. If not approved, amend TMP, methodology, or staging and resubmit.
  4. If approved, receive CAR approval and permit.

Construction Phase

  1. Install Temporary Traffic Management (TTM).
  2. Begin construction of vehicle crossing according to approved design.
  3. Complete excavation works prior to backfill.

Inspection and Quality Control

Inspection 1: Excavation

  • Council inspects excavation before backfill.
  • If inspection fails, rectify excavation issues and request reinspection.
  • If inspection passes, proceed with backfill and basecourse preparation.

Inspection 2: Basecourse and Compaction

  • Conduct inspection of basecourse and compaction.
  • If compaction fails, rework basecourse quality and request reinspection.
  • If inspection passes, proceed to surface sealing.

Inspection 3: Final Inspection

  • Conduct final inspection of completed works.
  • If inspection fails, fix surface, levels, or drainage issues and request reinspection.

Completion and Closeout

  1. If final inspection passes, obtain final sign-off from council.
  2. Complete A9 form and close off CAR.
  3. Process ends with acceptance of vehicle crossing.

Responsibility & Costs

  • The property owner is responsible for organising and paying for construction of the vehicle crossing.
  • You must engage a suitably qualified contractor to carry out the work.

Properties without a VX license

Any property that does not hold a VX license will have the following LIM note:

We do not currently hold a compliant vehicle crossing application for this property.

Vehicle Crossings - Any new or upgraded vehicle crossing requires approval from Council's Infrastructure and Property Department prior to installation. Applications to install a new vehicle crossing or upgrade an existing one can be made online via the SDC website (Selwyn District Council - Application to Form a Vehicle Crossing (Entranceway)). For any questions regarding the process please contact the VX team via email at entranceways@selwyn.govt.nz for more info. NB Council will not maintain a Vehicle Entranceway that has not followed due process.


Fees (incl. GST)

  • Residential/Rural: $185
  • Commercial/Heavy Duty: $370
  • Retrospective applications: $210
  • Non-compliant inspection: $155
  • CAR & TMP: $834

Timeframes

  • Your permit is valid for 12 months.
  • The vehicle crossing must be completed within that period.
  • The crossing must be built to top course stage before building work starts on the property.
