  • Replace failing pavements and old roading infrastructure on a key arterial route

Four stages of upgrades

Stage one 2025-2026:

  • 124 new parks (73 in North car park, 51 in South carpark)
  • Slow speed zone, safer for traffic, pedestrians and cyclists
  • Adding cycle lanes
  • New Gerald Street plaza to bring community together, more accessible for pedestrians
  • Multiple pedestrian crossings

Stages two and three:

Stages two and three will focus on renewing the road, the provision of cycle lanes and adding traffic lights at the intersections of Springs Road and Vernon Drive.

Stage four:

Stage four will involve upgrades to Gerald Street, from Kildare Terrace to James Street, including adding traffic lights to the Gerald, James, and Edward streets intersection.

Stages 2–4 will be completed by 2030.


The story so far

2016 - Lincoln Town Centre Plan adopted by the Council: The plan reflected the public desire for a safer town centre, wider pedestrian paths, and increased parking.

2018 - The plan was confirmed in the 2018–2028 Long-Term Plan with a tentative start date of 2020. Due to a focus on other major projects, the plan was rescheduled to begin in 2028 in the 2021–2031 Long-Term Plan.

2024 - The plan was brought forward in the current Long-Term Plan (2024–2034). The design was reviewed and updated to reflect changes since 2016.

2025 - Construction and detailed design are under way.
