About the private plan change
On 9 September 2025 Rolly Central Ltd lodged a private plan change request with the Council. The request seeks a change to the Partially Operative Selwyn District Plan by rezoning approximately 66 hectares of land at the corner of Edwards Road and Selwyn Road, Rolleston from General Rural Zone to Medium Density Residential Zone.

The hearing has been rescheduled for Wednesday 23rd September and Thursday 24th September 2026 commencing 9:00 am each day. The location of the hearing will now be held at the West Melton Community Centre in the Watson Oakley Room.

- any person representing a relevant aspect of the public interest, or
- that has an interest in the plan change greater than the interest the public has, or
- by the local authority itself.

Update 4 May 2026
A submission by the Ministry of Education was received after the close of submissions on Variation 5. After considering a recommendation against Council’s Processing of Late Submissions and Further Submissions Policy, a commissioner appointed for Variation 5 has decided to accept the late submission.

Update 24 February 2026 - Public Notification
Variation 5 Edwards Road, Rolleston was accepted, in whole, pursuant to cl 25(2)(b) of the Resource Management Act on 17 February 2026. This decision was made by the Executive Director Development and Growth, pursuant to delegation provided.
Clause 25 decision on how to proceed with plan change request
The variation request will be publicly notified in the Selwyn Times newspaper on 25 February 2026.
Any person may make a submission in support of or opposition to the plan change, or any part of it. Submissions close at 5pm Wednesday 25 March 2026.
Submissions may be made by downloading and printing the PDF submission form or editing online and emailing to submissions@selwyn.govt.nz. Supporting documents and images should be emailed to Council, where possible, using the Submitter Name as a reference.
