The request seeks to change the Partially Operative Selwyn District Plan by rezoning approximately 17 hectares of land along Weedons Road, Rolleston from General Rural Zone to Medium Density Residential Zone.

Update 27 May 2026
Council’s decision has now been publicly notified, providing an opportunity for parties involved in Variation 4 to lodge an appeal against the decision. The appeal period is until 5pm Thursday 9 July 2026. A copy of the public notice is below.

Update 13 May 2026
At its meeting on 13 May 2026, the Council resolved to accept the recommendation of the Commissioner in relation to Variation 4 as its formal decision and approved the request.

Council's decision will be formally notified and, once that happens, those parties involved in Variation 4 will have 30 working days to make an appeal to the Environment Court against the Council’s decision. Advice of the notification of Council’s decision will be provided to all parties in due course.

Council has received the Commissioner’s final recommendation in relation to Variation 4. Council will consider this recommendation at its meeting on 13 May 2026.

Further submissions may only be lodged by:
- any person representing a relevant aspect of the public interest, or
- that has an interest in the plan change greater than the interest the public has, or
- by the local authority itself.
Submissions may be made by emailing to submissions@selwyn.govt.nz either by printing and scanning PDF Submission Form 6 or editing the form online and then saving a copy. Supporting documents and images should be emailed to Council, where possible, using the Further Submitter Name as a reference.

Late Submission Debra Hasson, Commissioner Decision.
A submission by Debra Hasson was received shortly after the close of submissions on Variation 4. After considering a recommendation against Council’s Processing of Late Submissions and Further Submissions Policy, the Commissioner appointed for Variation 4 has decided to accept the late submission. The decision can be found here.
Update 16 October 2025 – Submissions Closed
Public submissions on Variation 4 closed at 5pm on Wednesday 15 October 2025. The submissions will be made publicly available in due course. Once submissions have been summarised, the period for further submissions will be notified.
Update 17 September 2025 - Public Notification
Variation 4 Weedons Road was accepted through a delegation afforded to the Executive Director – Development and Growth.
The variation request will be publicly notified in the Selwyn Times newspaper on 17 September 2025.
Any person may make a submission in support of or opposition to the plan change, or any part of it. Submissions close at 5pm Wednesday 15 October 2025.

The review to ensure that the information provided by the proponent is adequate for public notification, including requesting any additional information, has now been completed.
Variation 4 has now been accepted by Council for notification through a delegation afforded to the Executive Director – Development and Growth.
Council will now undertake the necessary steps to prepare the variation for public notification.
