Variation 5 Edwards Road
About the private plan change
On 9 September 2025 Rolly Central Ltd lodged a private plan change request with the Council. The request seeks a change to the Partially Operative Selwyn District Plan by rezoning approximately 66 hectares of land at the corner of Edwards Road and Selwyn Road, Rolleston from General Rural Zone to Medium Density Residential Zone.

Update 28 May 2026
The period for further submissions closed on 27 May 2026. Two further submissions were received by the close of further submissions:

As there are submitters who wish to be heard, the next step is for Council to schedule a hearing. Further information on this will be published on this page at a later date.
Update 13 May 2026 – Notification of Summary of Submissions and Call for Further Submissions
The original submissions have been summarised and are open for further submissions until 5pm, Wednesday 27 May 2026. The period for further submissions was publicly notified in the Selwyn Times on 13th May 2026.

Further submissions must be limited to matters either in support of or in opposition to matters raised in an original submission made on Variation 5.
Further submissions may only be lodged by:
- any person representing a relevant aspect of the public interest, or
- that has an interest in the plan change greater than the interest the public has, or
- by the local authority itself.

Submissions may be made by emailing to submissions@selwyn.govt.nz either by printing and scanning PDF Submission Form 6 or editing the form online and then saving a copy. Supporting documents and images should be emailed to Council, where possible, using the Further Submitter Name as a reference.
You can also print the further submission form and:
Post to: Selwyn District Council, PO Box 90, Rolleston 7643 (Attention: Further Submission on V5 Edwards Road.)
Deliver to: A Council service centre in Darfield, Lincoln, Leeston or Rolleston.
Further submissions must be served on Selwyn District Council and a copy must be provided to the person who made the original submission no later than 5 working days after a further submission is provided to Council.
Update 4 May 2026
A submission by the Ministry of Education was received after the close of submissions on Variation 5. After considering a recommendation against Council’s Processing of Late Submissions and Further Submissions Policy, a commissioner appointed for Variation 5 has decided to accept the late submission.

One late submission was also received. A hearing commissioner when appointed, will decide on whether to accept this.

Update 24 February 2026 - Public Notification
Variation 5 Edwards Road, Rolleston was accepted, in whole, pursuant to cl 25(2)(b) of the Resource Management Act on 17 February 2026. This decision was made by the Executive Director Development and Growth, pursuant to delegation provided.
Clause 25 decision on how to proceed with plan change request
The variation request will be publicly notified in the Selwyn Times newspaper on 25 February 2026.
Any person may make a submission in support of or opposition to the plan change, or any part of it. Submissions close at 5pm Wednesday 25 March 2026.
Submissions may be made by downloading and printing the PDF submission form or editing online and emailing to submissions@selwyn.govt.nz. Supporting documents and images should be emailed to Council, where possible, using the Submitter Name as a reference.

Update 16 January 2026
Since receiving the response to the further information request on 3 December 2025, Council considers that no further information is required. A decision from Council (or under delegation) will now be sought on how to proceed with the variation request.
