As a result of COVID 19 alert levels restricting the way we work, we have developed an alternative process to allow for internal alterations inspections to be carried out remotely.

Contractor/tradesperson criteria

This process of virtual alteration inspections can only be undertaken if the building work has been carried out or supervised by:

  • Licensed building practitioner (LBP) for restricted building work (RBW)
  • suitably qualified and experienced tradesperson for non RBW
  • currently registered certifying plumber
  • currently registered electrician

Virtual inspection documentation requirements

You must provide the following for Council to review:

  • 6a record of work from LBP with appropriate licence level (carpentry, cladding etc)
  • a completed PS3 producer statement from each trade involved in the work to be inspected
  • clear and current photos relevant to the particular inspection – eg preline
  • product certificates relevant to the particular inspection
  • plumbers pressure test (if required)
  • construction monitoring reports from specialists e.g. structural engineer

Examples of photos that would be useful:

  • an exterior view of the building with identifiable features visible – including letterbox number and approved BC number (eg holding the BC form 5)
  • wide shot of each room
  • view of each internal wall elevation of the room
  • critical fixings and connections
  • all smoke alarms in relation to sleeping rooms/floor levels.

Virtual video inspection

  • An inspection can be booked when all documentation and photos have been uploaded to the building consent through the AlphaOne required documents portal.
  • A video call or Zoom meeting will then be scheduled with an inspector to be shown around the installation by the contractor/tradesperson to verify the installation is as per the documentation provided.
  • Please have a ladder, torch, tape measure and level available.
  • The inspector will complete a site inspection notice as per normal procedure and issue a copy of this to the owner and the installer.
  • If the inspection is a fail, the notice will identify the information to be provided or remedial work to be carried out, and will identify if work may proceed to next inspection or if re-inspection is required.

Online code compliance certificate (CCC) application

To support the online application for CCC we will need the completed PS3 Producer Statement, photos (provided as one file) and completed CCC application form uploaded into Step 4 of the application prior to submitting.

If all physical and virtual alteration inspection(s) and documentation review is passed and complete, the code compliance certificate will be issued in due course.
