Update 5 September 2016

The Ellesmere and Malvern Area Plans Hearing Panel heard submissions on Area Plans on July 5th (Ellesmere ) and July 8th (Malvern). The Hearing Panel’s  final recommendations on submissions are set out in the following report.  Amendments to the Area Plans have been made in accordance with these recommendations. It is anticipated the amended Area Plans will be adopted at the Council meeting on the 14th of September 2016.

Deliberations and final Hearing Panel recommendations on submissions are currently underway. Amendments to the Area plans will be made in accordance with the Hearing Panel’s recommendations. It is anticipated the amended Area Plans will be adopted at the Council meeting on the 14th of September 2016.

The submissions for the Ellesmere and Malvern Draft Area Plans have now been summarised and are available to download. A brief Officer's Report and Council Officer's response to submission issues identified will be available in due course.

The schedule for the Leeston and Darfield Hearings have now been finalised and the Hearings for the Ellesmere and Malvern Draft Area Plans will be held on the following dates:

Ellesmere Hearing - Tuesday 5th July, 2016 - Leeston Library and Service Centre, 19 Messines Street Leeston, commencing 9.45am
Darfield Hearing - Friday 8th July, 2016 - Darfield Library and Service Centre, 1 South Terrace Darfield, commencing 9.00am

Update 22 June 2016

Submissions for the Ellesmere and Malvern Draft Area Plans closed on Monday 13 June 2016. A total of 78 submissions were received. Council is currently in the process of summarising the submissions, and the summary will be available online once this is complete.

The Hearing will be run under the Local Government Act, with a panel of Councillors, Iwi representatives and a Chair Person leading the Hearing. Submitters have the opportunity to have their say, if they wish to be heard. A brief Officer’s report, which will summarise the project and make recommendations on submissions will be available before the Hearing.

What will your town look like in 15 years’ time?
Selwyn District Council is developing new Area Plans for Ellesmere and Malvern and we’re seeking your feedback on proposals to guide the development of local townships.

Last year we asked residents for their views on what’s special about their area, and how townships should develop.  We’ve now put those contributions together with an analysis of trends over the next 15 years, and information about the opportunities and challenges local townships are facing, to develop these draft plans.

What’s in the Area Plans?
The Area Plans aim to provide high-level direction to guide the growth and sustainable management of townships in Ellesmere and Malvern through to 2031.  For each township the plans propose options for where growth and development could occur. They also detail the projects, facilities and infrastructure that will be needed.

Although the plans do not specifically rezone any land, they will inform key planning processes including the District Plan Review, which starts this year, along with future Long-Term Plans, other Council management plans and strategies, and privately-initiated plan change requests.
