The draft of Waikirikiri Ki Tua Future Selwyn was endorsed for public consultation by Selwyn District Council on the 12th June 2024. Engagement and consultation took place from 1st July to the 4th August 2024.

Submissions

We accepted feedback on Waikirikiri Ki Tua Future Selwyn from 1 July - 4 August 2024 and received 112 submissions. The submissions are available to read below.

Hearings and Deliberations

An Officer's Report was prepared to inform the hearing and deliberation process. This report considered the submissions received and provided responses and recommended changes to the draft of Waikirikiri Ki Tua Future Selwyn, in relation to issues raised by submitters.

The Officers’ Report was provided to the Hearings Panel to support their consideration of submissions and a Hearing Summary Report provided further response to the information received at the Hearing.

To provide an opportunity for submitters to speak to their submissions, hearings were held on the 30 August 2024. This is available to watch in full:

The Hearing Panel considered all submissions, hearing presentations and officers reports at Deliberations, held on 13 September 2024 and will make recommendations on final changes to the draft of Waikirikiri Ki Tua Future Selwyn. The recommendations will come before council at the meeting on 23 October 2024.

The Council adopted Waikirikiri Ki Tua Future Selwyn on 23 October, which sets out a plan for the next 50-100 years vision to grow a district that is liveable, innovative, connected district, filled with opportunity and prosperity.

The Panel

The Panel consisted of all elected members and mana whenua appointees. The Panel considered all submissions and heard submitters that wanted to speak to their submission. The Panel’s role was to act in a fair and transparent manner in hearing and considering submissions and making its recommendations. At the close of submissions, a schedule of submitters who wished to speak to their submission was prepared and informed the Hearing schedule.

The Panel were inclusive and acknowledged the broad range of interests of submitters and facilitated a process that provided all parties the opportunity to be heard, whether presenting oral or written submissions.

The Panel Chair ensured that the Hearing was conducted in a respectful and courteous manner and was a requirement for all participants. Anyone who had submitted on the draft of Waikirikiri Ki Tua Future Selwyn could speak to the Panel about their submission. The Panel read and considered all submissions, including those by submitters who choose not to come and speak.

Privacy and Records

Any information provided to the Panel will be part of the public record. Submissions, presentations and supporting documents will be circulated and published on Your Say and the Waikirikiri Ki Tua Future Selwyn website. If this information involves any information about an identifiable individual, submitters must have received that person’s permission to share that information.

Audio and or visual recordings were made of the Hearing to assist with the Panel’s deliberations. These recordings may be made publicly available and retained for future use.
