The Government’s Public Works Amendment Bill has passed its first reading in Parliament. The Bill updates the Public Works Act to make it fairer and faster to secure land for public infrastructure such as schools, hospitals, roads, and utilities.

What the changes would do

Landowners would receive incentive payments if they agree to sell early, and compensation for home and land loss would be increased. The Bill simplifies land acquisition processes, clarifies how objections are handled by the Environment Court, and strengthens safeguards for Māori land. It also includes emergency provisions to support disaster recovery.

Impact for councils and communities

Councils may find it easier to work with central government on land needed for local infrastructure projects. Clearer rules could reduce delays and help councils plan and fund growth, while still protecting landowner rights.
