Annual Plan cover 2020/21

The Council adopted the Annual Plan 2020/21 [PDF, 3393 KB] at its meeting on 24 June 2020.

The Annual Plan covers the third year of the Council’s Long-Term Plan 2018-2028, and sets out the major activities and projects for the 12 months starting 1 July 2020, and how these will be funded.

Significant projects this year include development of Te Ara Ātea and the Rolleston town centre ($14 million), Foster Park indoor courts ($14 million), Selwyn Aquatic Centre extension ($9 million), the new Health Hub ($13 million) and new facilities at the Pines Resource Recovery Park ($3 million).

Major infrastructure projects include the Springs/Marshs Road and Shands/Blakes Road intersection upgrades ($10 million), district-wide water quality improvements ($5 million), and upgrades to the Eastern Selwyn Sewerage Scheme ($14 million).

The Plan includes an average rates increase across the district of 1.6%. This is an average across the district, and the actual increase will vary according to different property types and the services provided. The range of increases is expected to vary between 1.4% for urban residential properties (around $1 a week) and 3.2% for some larger rural properties.

Consultation on our Annual Plan

The plan was agreed following consultation and public hearings during April-May 2020. A total of 235 formal submission were received, along with 110 responses to an online survey conducted through the Council’s online engagement site. Of these, 60 submitters were heard in public hearings that took place over two days.
