Long-Term Plan Amendment 2026/34

The Council is amending the Long-Term Plan 2024/34 to reflect that drinking water and wastewater services have been transferred to our Water Services Council Controlled Organisation (WSCCO), Selwyn Water Limited.

About the Draft Long-Term Plan Amendment 2026/34
The Draft Long-Term Plan Amendment 2026/34 includes projects and financial information for drinking water, wastewater, stormwater, water races and land drainage services the Council was responsible for in 2024/25 and 2025/26. From 2026/27, the document only includes water projects and financial information for stormwater, water races and land drainage.
From 1 July 2026, Selwyn Water will be responsible for drinking water and wastewater charges to customers who receive these services. It will look after all the safety, asset management and infrastructure maintenance requirements for drinking water and wastewater services, such as water contamination prevention, discharge compliance and demand management.
The amendments in the document are limited to water services, assets and financial information. They do not affect other Council services or activities.
Why we are amending the Long-Term Plan 2024/34
Under the Local Government (Water Services) Act 2025, councils must amend their Long-Term Plans if they are no longer providing water services that will instead be provided by a WSCCO. For Selwyn District Council, it is one of the final steps to formalising that drinking water and wastewater services have been transferred to Selwyn Water.
The amendments help ensure everything is in place for the Council to adopt its Annual Plan 2026/27. That is because the new Annual Plan 2026/27 will need to refer to a Long-Term Plan that acknowledges that drinking water and wastewater services have been transferred to Selwyn Water. At the time the Long-Term Plan was written in 2024, the decision to establish Selwyn Water had not yet been made.
What it means for you
You don’t need to do anything right now.
From 1 July 2026, Selwyn Water will begin sending bills directly to customers for drinking water and wastewater services, and those customers will pay Selwyn Water directly. You can learn more about Selwyn Water on their website.
