The Long-Term Plan (LTP) is our plan for the next 10 years - what projects we’re committing to complete and how they will be paid for.

LTPs are shaped in consultation with the community and built around its priorities. It’s about balancing growth and affordability.

This plan is about your future Selwyn. In our pre-engagement you told us your priorities around building a sustainable Selwyn where people could access services in the district at all stages of life and growth was planned.

The draft plan includes three big decisions that we want your feedback on:

  1. Public transport infrastructure upgrades
  2. Ellesmere’s new library and community centre, Whata Rau and accompanying Leeston Park upgrades
  3. An indoor sports and recreation centre at Malvern.

We also welcome your views on other areas you think the Council should focus on, and other initiatives and projects you’d like us to support and how they should be funded.

Drop-in sessions

During the consultation period, councillors and Council staff will be visiting events and locations throughout the district to discuss the proposals in this draft plan. All events are listed on our Facebook events listing here, and as below:

Mayor Sam Broughton says it is important all residents have a say on the draft plan.

"Decisions about the local infrastructure, projects and services we commit to and how they are paid for affect everyone. Over 80% of our planned capital spend is on Water and Transport projects and these are 30% more expensive than they were when budgeted only three years ago.  

“Council has balanced increasing costs with the need to invest in essential infrastructure and growth, while also being very aware of affordability for our community. We are now keen to hear any further suggested changes.”
