Other highlights from the plan
Transport
- We’ve budgeted an extra $27.1 million for road maintenance and renewals over the next three years, totalling $82.3 million.
- $46 million will be spent on the Lincoln Town Centre upgrades starting this year, including new car parks, roading, footpaths, streetlights, and cycle lanes.
- We’ve budgeted $19 million for arterial road upgrades in Rolleston to tie in with the substantial State Highway 1 improvements NZTA Waka Kotahi has planned.
- We will begin investigating the cost and process for delivering public transport services in Waikirikiri Selwyn, in addition to the Metro bus services already provided by Environment Canterbury.
Water services
- $72.3 million will be spent over 10 years for capital drinking water upgrades around the district, and $67.84 million has been budgeted for our drinking water growth programme which will include new sources, water storage and reticulation networks.
- We are going to investigate the feasibility of a single low-nitrate source of water to service parts of the district.
- We’ve budgeted $75.5 million for capital upgrades to the Pines Wastewater Treatment Plant, and $55.98 million for the Selwyn Sewerage Scheme to meet growth demands.
Rubbish, recycling and organics
- Compulsory organics kerbside collection for Darfield, Leeston, Lincoln, Prebbleton, Rolleston and West Melton will begin from 1 January 2027, as directed by new changes to the Waste Management Act 2008.
- We’ve budgeted $9.6 million for the Pines Resource Recovery Park to build a new refuse area to support increased waste diversion, improve safety, reduce windblown litter, and improve experiences for visitors.
Community facilities and services
- A new development contribution has been introduced that will help pay for new community facilities needed to service new developments in the district, including public toilets, sports halls, libraries and cemeteries.
- $25.9 million will be spent over 10 years on the development of a large-scale District Park on the eastern edge of Rolleston, that will cater for district-wide recreation and community activities that may not be available in more urban open spaces.
- The second stage of development at Prebbleton’s Kakaha Park will start, including further grassed areas and sports fields, irrigation, a maintenance zone, fencing, bridges, planting, street furniture, and walking and cycling paths.
