RC225687 & RC225736 - Selwyn District Council (Stormwater Bypass Channel)

The Selwyn District Council has applied for a joint land use consent to undertake works associated with the establishment, operation and maintenance of the Leeston Stormwater Flood Bypass Scheme, and for soil disturbance and potential removal of contaminated soils in accordance with the regulations of the National Environmental Standards for Assessing and Managing Contaminants in Soil to Protect Human Health (NES-CS). The proposal has discretionary status under the Operative Selwyn District Plan, and restricted discretionary status under the Partially Operative Selwyn District Plan.

An independent commissioner has determined that the application must be limited notified to affected persons.

The proposed works include the construction of a new bypass channel and flood control gate, the Leeston Creek upgrade and the raising of bank heights adjacent to the drainage network. The extent of the areas of works are identified in Appendix 2 – Site Location Plan and General Arrangement Plans.

Stormwater Bypass Channel, Flood Control Gate and Leeston Creek Upgrade

A new stormwater bypass channel is proposed to convey high flows diverted from Leeston Creek to the upgraded drainage channels and will cross the properties at 2 Leeston Dunsandel Road (Karumata Oaks) (marked as 3 in Figure 1), 60 Leeston Dunsandel Road (2) and 178 Harmans Road (1), before connecting to the existing drainage network at the corner of Pound Road and Cunningham Street. The bypass channel will connect to Leeston Creek and includes a new flood control gate to control the diversion of high flows from the creek into the bypass channel. The carrying capacity of the Leeston Creek is also proposed to be upgraded to increase flow. This upgrade includes channel deepening and widening, reforming the batters of banks, the removal and replacement of an existing culvert, and the installation of rip rap to prevent scouring.

Raising of Bank Heights Adjacent to Drainage Network

The proposal also seeks to undertake bank raising works at several points adjacent to the existing drainage networks south of Leeston, identified as properties 4 – 10 in Figure 1 above. The properties subject to raising of bank heights include 483 Volckman Road, 143 Lochheads Road, 159 Beetham Road, 206 Lochheads Road, and 1171 and 1247 The Lake Road. The increased bank heights are proposed to accommodate peak flood levels and are generally in locations where breakouts may occur due to land falling away from the drains or historic braid paths.

Current Status

The application was deferred under S.91 on the 21st of March 2024 and the applicant has advised that they wish to address the issues identified in the submissions. As a result of this, the hearing is likely to be delayed.

Submissions may be made in writing to the Selwyn District Council by the closing date for such submissions.

All submissions must be dated and signed by the person making the submission, and must contain the following information:

  1. Full name, postal address, telephone number and email (as well as fax number if applicable).
  2. Details of the application in respect of which submission is being made (this is to include the location and application number).
  3. Whether the application is supported or opposed should be clearly indicated.
  4. Your submission should include the reasons you support or oppose the application.
  5. The decision you believe the Consent Authority should make.
  6. Whether you wish to be heard in support of your submission at any hearing which may be convened to determine the matter.
