About the private plan change
On 15 March 2024 Foodstuffs (South Island) Properties Limited lodged a private plan change request with the Council. The request seeks a change to the Partially Operative Selwyn District Plan by rezoning approximately 7 hectares of land at 157 Levi Road, Rolleston from Medium Density Residential Zone to Large Format Retail Zone.
The purpose of the request is to rezone the site so as to reflect the consented PAK’n’SAVE supermarket on the northern part of the site and enable the development of a trade retail/trade supply store on the balance of the site.

Update 6 August 2025
At its meeting on 23 July 2025, the Council considered the recommendation of the Commissioner in respect of Variation 2. Council resolved at this meeting to accept the Commissioner's recommendation on Variation 2 as its formal decision, and approved the plan change request. This decision has been publicly notified on 6 August 2025, providing an opportunity for parties involved in Variation 2 to lodge an appeal against the decision. A copy of the public notice is below.

Update 24 July 2025
At its meeting on 23 July 2025, the Council resolved to accept the recommendation of the Commissioner in relation to Variation 2 as its formal decision and approved the request.
Council's decision will be formally notified and, once that happens, those parties involved in Variation 2 will have 30 working days to make an appeal to the Environment Court against the Council’s decision. Advice of the notification of Council’s decision will be provided to all parties in due course.

The Hearing Commissioner has issued Minute 6 requesting the provision of final set of plan provisions that incorporates the changes proposed in the Proponent’s evidence and submissions, and those suggested by the reporting officer, showing the changes that are agreed and those that are not.

The Hearing Commissioner has issued Minute 5 indicating that he has commended his deliberations but does not propose to formally close the hearing at this stage, in case there are other matters that arise that require clarification.

A Commissioner has been appointed and a hearing is to be held at Te Whare Tapere in Te Ara Ātea, 59 Tennyson Street, Rolleston on Monday 24th and Tuesday 25th March 2025 to consider the request.
The Commissioner's Hearing Minute circulated on 23 January 2025 requests that expert evidence be pre-circulated at set times.

The variation request will be publicly notified in the Selwyn Times newspaper on 25 September 2024.

The plan change request was considered by the Planning and Climate Change Committee at its meeting on 15 May 2024, in accordance with clause 25 of the Resource Management Act.
The request will now be reviewed to ensure the information is adequate for public notification. Once this has been completed and any required information received, it will be publicly notified and opened to submissions.
