Hazardous Substances changes the issues, objectives, policies, rules and appendices in the District Plan relating to the control of hazardous substances.

These changes include

  • Clarifying that the provisions apply to the storage rather than the use of hazardous substances.
  • Amending the wording of the Plan to address inconsistencies between the Rural and Township Volumes.
  • Correcting and clarifying references to the relevant sections of the Resource Management Act (1991), the Hazardous Substances and New Organisms (HSNO) Act (1996), and introducing recognition of the HSNO codes of practice in assessing resource consent applications.
  • Making the classes of hazardous substances used in the Plan appendices consistent with the classes used in the Hazardous Substances (Classification) Regulations 2001. This has resulted in some changes to the quantities of hazardous substances which can be stored as a permitted activity, and quantity limits being introduced for some substances which were previously not controlled by the Plan.

Variation 26 was notified on 12 October 2006.  The decision was notified on 25 August 2007 and following appeals the variation became operative on 13 August 2008.
