Operative as of 20 January 2021

Kirwee Central Properties Limited have lodged a private plan change request with Council. The Plan Change seeks to rezone approximately 17.9 hectares of land from Living 2A to Living 1.

The requested plan change does not seek to introduce any new objectives, policies or rules into the District Plan. Rather it proposes to utilise the existing Living 1 zone rules to facilitate development of residential sections with an average minimum allotment size of 800m2.

If approved, the plan change may result in the ability to provide for 164 residential allotments, which is an additional 118 lots above the 46 that already have subdivision consent.

A public notice [PDF, 404 KB] advertised in the Selwyn Times on 13 January 2021 identified that no appeals were received on Plan Change 60 and that the provisions will become fully operative on 20 January 2021.

Update 21 October 2020

Council resolved at its meeting held on 14 October 2020 to accept the Commissioner's recommendation on Plan Change 60 as its formal decision. Council's decision to accept the request with notification, will be publicly notified on 28 October 2020, which provides an opportunity for submitters on Plan Change 60 to lodge an appeal. Update 26 March 2020

The period for further submissions closed on Tuesday 24th March 2020. No further submissions were received.

The next steps will be to determine if any further information is required in response to the matters raised in submissions, and to schedule a hearing. At this time, organisation of a public hearing is on hold until there is a clear and appropriate way for this to be held safely, given the current COVID-19 event.

Further submissions must be limited to matters either in support of or in opposition to an original submission made on Plan Change 60. This must be in writing and in accordance with Form 6, which is available below or from any Council Service Centre. Further submissions must be served on Selwyn District Council and a copy must be provided to the person who made the original submission no later than 5 working days after a further submission is provided to Council.
