About the private plan change

On 10 November 2020 Four Stars Development Limited and Gould Developments Ltd lodged a private plan change request with the Council. The request seeks a change to the Operative Selwyn District Plan by rezoning approximately 53 hectares of current rural land in East Rolleston to residential land. This would enable approximately 660 residential sites. Amendments to Rolleston Outline Development Plan Area 4 are also proposed.

Variation 1 to PC71

On 20 August 2022, the Council notified Variation 1 to Plan Change 71 to the Operative District Plan. This variation is required by the Government’s new building intensification rules to allow for more housing and at greater heights in relevant residential areas.

Council notified its decision on Variation 1 to Plan Change 71 on 19 August 2023. Those parts of the private plan change that were altered by the Council’s decision to accept the recommendations of the Independent Hearings Panel, become operative on 28 August 2023.

Update 14 September 2023

Gould Developments Ltd and Four Stars Developments Limited have withdrawn their appeal against the decision of Council to approve Plan Change 71 in part.

Update 7 November 2022

The Council has received a notice from Christchurch International Airport Limited (CIAL) who wish to be a party to the proceedings on the appeal by Gould Developments Ltd and Four Starts Developments Limited (the Appellant).

Update 17 October 2022

On 14 October 2022, the proponent Gould Developments Ltd and Four Stars Developments Limited lodged an appeal under Clause 14, Schedule 1 of the Resource Management Act 1991 against the decision of Council to approve the plan change request. The part of the decision that is being appealed against is set out in the Notice of Appeal below.

Update 31 August 2022

At its meeting on 10 August 2022, the Council considered the recommendation of the Commissioner in respect of the plan change request. Council resolved at this meeting to accept the Commissioner's recommendation on Plan Change 71 as its formal decision, and approve the plan change request. This decision will be publicly notified on 31 August 2022, providing an opportunity for parties involved in Plan Change 71 to lodge an appeal against the decision. Update 15 August 2022

In his recommendation of 1 August 2022, the Commissioner recommended that the Council approve Plan Change 71. At its meeting on 10 August 2022, the Council considered the recommendation of the Commissioner in respect of the plan change request. The council resolved at this meeting to accept the Commissioner's recommendation on Plan Change 71 as its formal decision. This will be notified in due course.

The venue for this hearing has been confirmed as the Selwyn Health Hub, Norman Kirk Drive Rolleston.
To enter the hearing venue for Private Plan Change 71, you will need to provide proof of being fully vaccinated or an exemption for vaccination. The current social distancing and mask wearing practices will also still apply.

A Commissioner has been appointed and a hearing is to be held on 9 February 2022 and 10 February 2022 to consider the application. The venue is to be confirmed at a later date.

The Plan Change request has been reviewed for completeness, and a request for further information has been issued.
