About the private plan change

On 4 November 2020 Urban Holdings Limited, Suburban Estates Limited and Cairnbrae Developments Limited lodged a private plan change request with the Council. The request seeks a change to the Operative Selwyn District Plan by rezoning approximately 67 hectares of current rural land in Prebbleton to residential land. This would enable approximately 820 residential sites.

Variation 1 to PC68


On 20 August 2022, Council notified Variation 1 to Plan Change 68 to the Operative District Plan. This variation is required by the Government’s new building intensification rules to allow for more housing and at greater heights, in relevant residential areas.

Council notified its decision on Variation 1 to Plan Change 68 on 19 August 2023. Those parts of the private plan change that were altered by the Council’s decision to accept the recommendations of the Independent Hearings Panel, become operative on 28 August 2023.

Update 31 August 2022

At its meeting on 10 August 2022, the Council considered the recommendation of the Commissioner in respect of the plan change request. Council resolved at this meeting to accept the Commissioner's recommendation on Plan Change 68 as its formal decision, and approve the plan change request. This decision will be publicly notified on 31 August 2022, providing an opportunity for parties involved in Plan Change 68 to lodge an appeal against the decision. Update 15 August 2022

In his recommendation of 28 June 2022, the Commissioner recommended that the Council approve Plan Change 68. At its meeting on 10 August 2022, the Council considered the recommendation of the Commissioner in respect of the plan change request. Council resolved at this meeting to accept the Commissioner's recommendation on Plan Change 68 as its formal decision. This will be notified in due course.

A Commissioner has been appointed and a hearing is to be held at the Tai Tapu Community Centre, Rhodes Park Reserve, Tai Tapu on 21 March 2022, with the remainder of the week to consider the application.

Further submissions must be limited to matters either in support of or in opposition to an original submission made on Plan Change 68. This must be in writing and in accordance with Form 6, which is available below or from any Council Service Centre. Further submissions must be served on Selwyn District Council and a copy must be provided to the person who made the original submission no later than 5 working days after a further submission is provided to Council.
