About the private plan change
On 10 December 2020 Yoursection Limited lodged a private plan change request with the Council. The request seeks to change the Operative Selwyn District Plan by rezoning approximately 24 hectares of rural land in Rolleston to residential land. This would enable approximately 280 residential sites.

About the Variation
Summary of submissions on the mandatory variations to the Proposed Selwyn District Plan and various private plan changes was notified on 7 November 2022.
The further submission period closed at 5pm Friday 18 November 2022.
Hearings on the variations are scheduled to be held in May - June 2023, commencing with submissions of a general nature, then provision topic, and then where the submission relates to the re-zoning of land by township (Rolleston, Lincoln and Prebbleton). The hearing process is being conducted under the Intensification Streamlined Planning Process (ISPP) as prescribed in the Resource Management Act 1991.
On 20 August the Council notified Variation 1 to Plan Change 75 to the Operative District Plan. This variation is required by the Government’s new building intensification rules to allow for more housing and at greater heights in relevant residential areas.
The submission period was open until 16 September 2022..

Update 27 April 2022
At its meeting on 13 April 2022, the Council considered the recommendation of the Commissioner in respect of the plan change request. Council resolved at this meeting to accept the Commissioner's recommendation on Plan Change 75 as its formal decision, and approve the plan change request. This decision will be publicly notified on 27 April 2022, providing an opportunity for parties involved in Plan Change 75 to lodge an appeal against the decision. Update 14 April 2022
At its meeting on 13 April 2022, the Council considered the recommendation of the Commissioner in relation to the plan change request. See pages 247-295.
Council resolved at this meeting to accept the Commissioner's recommendation on the plan change as its formal decision, and approve the plan change request.
In accordance with the requirements of the Resource Management Act, this decision will be publicly notified in due course.

The Commissioner's Hearing Minute [PDF, 20 KB] circulated on 10 September 2021 requested that expert evidence be pre-circulated at set times.
The Officer's report is currently being prepared and will be available to view on 11 October 2021.
