Private plan change request 75: rezone approx. 24 hectares in Rolleston
About the private plan change
On 10 December 2020 Yoursection Limited lodged a private plan change request with the Council. The request seeks to change the Operative Selwyn District Plan by rezoning approximately 24 hectares of rural land in Rolleston to residential land. This would enable approximately 280 residential sites.

About the Variation - further submission consultation has now closed
Summary of submissions on the mandatory variations to the Proposed Selwyn District Plan and various private plan changes was notified on 7 November 2022.
The further submission period closed at 5pm Friday 18 November 2022.
On 20 August the Council notified Variation 1 to Plan Change 75 to the Operative District Plan. This variation is required by the Government’s new building intensification rules to allow for more housing and at greater heights in relevant residential areas.
The submission period was open until 16 September 2022..

The period for lodging appeals on Private Plan Change 75 ended on Thursday 9 June 2022, and no appeals were received. The provisions of Private Plan Change 75 will therefore become fully operative on 7 September 2022.

Update 27 April 2022
At its meeting on 13 April 2022, the Council considered the recommendation of the Commissioner in respect of the plan change request. Council resolved at this meeting to accept the Commissioner's recommendation on Plan Change 75 as its formal decision, and approve the plan change request. This decision will be publicly notified on 27 April 2022, providing an opportunity for parties involved in Plan Change 75 to lodge an appeal against the decision. Update 14 April 2022
At its meeting on 13 April 2022, the Council considered the recommendation of the Commissioner in relation to the plan change request. See pages 247-295.
Council resolved at this meeting to accept the Commissioner's recommendation on the plan change as its formal decision, and approve the plan change request.
In accordance with the requirements of the Resource Management Act, this decision will be publicly notified in due course.

Council has received the Commissioner's recommendation in relation to PC75. Council will consider this recommendation at a forthcoming meeting of Council.
