About the private plan change

On 11 January 2021 Urban Estates lodged a private plan change request with the Council. The request seeks a change to the Operative Selwyn District Plan by rezoning approximately 63 hectares of current rural land in Rolleston to residential land. This would enable approximately 750 residential sites.

Variation 1 to PC78

On 20 August 2022, Council notified Variation 1 to Plan Change 78 to the Operative District Plan. This variation is required by the Government’s new building intensification rules to allow for more housing and at greater heights, in relevant residential areas.

Council notified its decision on Variation 1 to Plan Change 78 on 19 August 2023. Those parts of the private plan change that were altered by the Council’s decision to accept the recommendations of the Independent Hearings Panel, become operative on 28 August 2023.

Update 27 April 2022

At its meeting on 13 April 2022, the Council considered the recommendation of the Commissioner in respect of the plan change request. Council resolved at this meeting to accept the Commissioner's recommendation on Plan Change 78 as its formal decision, and approve the plan change request. This decision will be publicly notified on 27 April 2022, providing an opportunity for parties involved in Plan Change 78 to lodge an appeal against the decision. Update 14 April 2022

At its meeting on 13 April 2022, the Council considered the recommendation of the Commissioner in relation to the plan change request. See pages 296-344.

Council resolved at this meeting to accept the Commissioner's recommendation on the plan change as its formal decision, and approve the plan change request.

In accordance with the requirements of the Resource Management Act, this decision will be publicly notified in due course.

A Commissioner has been appointed and a hearing is to be held at the Selwyn Sports Centre, 70 Broadlands Drive, Rolleston on 5th November 2021 to consider the application.

The Commissioner's Hearing Minute [PDF, 20 KB] circulated on 10 September 2021 requested that expert evidence be pre-circulated at set times.

The Officer's report is currently being prepared and will be available to view on 13 October 2021.
