Decorative photoSelwyn District Council has confirmed a planned leadership transition for its Audit and Risk Committee, with Bruce Gemmell appointed as incoming Chair.

Decorative photoCurrent Chair and independent member Analisa Elstob will conclude her term on 30 June 2026, marking the completion of her full appointment period.

Mayor Lydia Gliddon acknowledged Ms Elstob’s significant contribution to strengthening the Committee during her tenure.

“Analisa joined the Council as the first independent member at a time when the Audit and Risk Committee was still developing its structure and program,” Mayor Gliddon said. “Her leadership has been instrumental in establishing a clear audit work program, strengthening oversight, and embedding robust governance practices. Council is grateful for the professionalism and expertise she has brought to the role.”

“With her term naturally concluding this year, we have commenced succession planning early to ensure continuity and a smooth handover. Analisa will work alongside Bruce over the coming months to support that transition.”

Mr Gemmell, who has previously served as an independent member and Deputy Chair of the Committee, brings extensive governance and financial experience to the role.

“Bruce’s appointment ensures stability and continuity for the Committee,” Mayor Gliddon said. “His existing knowledge of the Committee’s work and his background in senior governance roles will support its continued maturity.”

A chartered accountant and former senior partner at EY, Mr Gemmell now works as a professional director. His governance experience includes roles with the Highlanders Rugby franchise, Orion NZ Limited, Central Plains Water Limited, Lincoln Agritech Limited, and Chancellor of Lincoln University.

The Council will begin recruitment for a new independent member to replace Ms Elstob when her term concludes.

Selwyn Councillor at Large Samuel Wilshire has been appointed Deputy Chair and will work closely with Mr Gemmell in the role.

“This transition reflects both respect for Analisa’s contribution and our commitment to strong, continuous governance,” Mayor Gliddon said.
