The first stage of the Lincoln Town Centre upgrade has taken a big step forward with the Council awarding the contract for work to start later this year.

Selwyn District Council has awarded Fulton Hogan the contract to deliver stage one of the upgrade from Kildare Terrace to West Belt, beginning the transformation of Lincoln’s main street.

Construction is set to begin before the end of 2025, with early works and site preparation beginning as early as October. The upgrade will deliver a safer, greener, and more vibrant town centre that better supports Lincoln’s rapid growth.

Lincoln is Selwyn’s second-largest township, with its population increasing by approximately 10% annually since 2020. Gerald Street, the heart of the town centre, currently sees around 11,000 vehicles daily, a figure projected to rise to 16,000 by 2045.

Stage one works, with the contract awarded for approximately $10.4 million, includes:

  • Over 50 new trees to enhance the town’s green canopy
  • Signalised intersection at Gerald Street and West Belt
  • A 40km/ph slow speed zone to improve safety for pedestrians, cyclists, and drivers
  • Cycle lanes and multiple pedestrian crossings
  • A new public plaza on Gerald Street to create a welcoming space for the community to connect


Selwyn District Council’s Executive Director Infrastructure and Property, Tim Mason, says the appointment of the contractor is a key step forward.

“We’re excited to move into the construction phase. This project is about future-proofing Lincoln with smart infrastructure, safer streets, and spaces that bring people together,” says Mason.

The upgrade is part of a four-stage plan to revitalise Lincoln’s town centre by 2030. Stage one is expected to be completed in mid-2026.

The Council has also awarded the design contract for stages two and three of the Lincoln Town Centre Upgrade to AECOM, valued at approximately $1 million. Construction for stage two and three is anticipated to begin in late 2026.
