Notice of the right to demand a poll on the electoral system

If Selwyn District Council is required to hold an election in 2028, notice is given under section 28 of the Local Electoral Act 2001 that Selwyn District Council will continue to use the First Past the Post (FPP) electoral system for the 2028 triennial election.

Selwyn District Council electors have the right to demand a poll on the electoral system to be used at the next two triennial general elections (2028 and 2031) for Selwyn District Council.

The choice is between the First Past the Post (FPP) and the Single Transferable Vote (STV) electoral systems. Unless a poll determines otherwise, Selwyn District Council will continue to use the FPP electoral system.

A valid demand for a poll must be:

  • Made in writing.
  • Signed by at least 5 percent of eligible electors of Selwyn District Council. This will require a minimum of 2,737 elector signatures, calculated using the 54,724 electors on the 2025 SDC final roll.
  • Every elector who signs a demand must also set out their full name and the address for which they are qualified as an elector of Selwyn District Council.
  • Delivered to the Selwyn District Council office, 2 Norman Kirk Drive, Rolleston by 5pm Friday 11 December 2026.

Should a valid demand for a poll be received by 11 December 2026, the poll will be held no later than 28 March 2027 and will have effect for the 2028 and 2031 elections. If the valid demand for a poll is received after 11 December 2026, then the poll will be held after 28 March 2027, and will have effect for the 2031 and 2034 elections.

NZ Army Training in Rolleston and Darfield

The New Zealand Army has advised that it will be carrying out a training exercise, Urban Warrior, from Thursday 1 to Sunday 4 October. The exercise will involve soldiers conducting daylight patrols and carrying unloaded weapons in Rolleston  and Darfield.

Around 45 personnel and a small number of military vehicles will be involved. While you may see soldiers out carrying weapons during the day, please be assured that no live ammunition will be used. Soldiers will be approachable, friendly, and encouraged to interact with the community.

Valuation Roll

The Valuation Rolls for Selwyn District Council have been revised by Quotable Value Limited (the Council’s valuation service provider).

The revised Rating Values are effective as at 1 September 2024 and the new notices of valuation will be posted to owners and ratepayers from 5 February 2025.

The District Valuation Rolls will be open for public inspection, free of charge, during regular office hours, at the offices of:

The revised values can be viewed until 14 March 2025.

Objections to the revised valuations must be lodged, in writing or online at www.ratingvalues.co.nz, no later than 14 March 2025.

Rating Information Database Available for Inspection

Selwyn district’s Rating Information Database (RID) is available for public viewing at any time on Council website at selwyn.govt.nz/rates, or you can call into the Council’s Rolleston offices, 2 Norman Kirk Drive, Rolleston, between the hours of 8.30am–5pm, Monday to Friday,
excluding public holidays. There is no fee to view the database.

The Selwyn RID contains Selwyn district-wide property valuation details, property rating classifications and any current rates the property may be liable for. This includes rates set by the Selwyn District Council and the regional council Environment Canterbury. RID does not give owner or ratepayer details.

Please note that the purpose of the RID is to allow people to check what rate types and differentials have been applied to their account for a particular rating year. The figures displayed on the RID should not be used as confirmation of the actual rates charged/payable
on a property but are indicative of future rates at a given point in time.

This public notice meets the terms of Section 28 of the Local Government (Rating) Act 2002.

Flush your taps

Some plumbing fittings have the potential to allow minute traces of metals to accumulate in water standing in the fittings for several hours. Although the health risk is small the Ministry of Health recommends that you flush a mugful of water from your drinking-water tap each morning before use to remove any metals that may have dissolved from the plumbing fittings. We are recommending this simple precaution for all households, including those on public and private water supplies. This notice is issued by Selwyn District Council on behalf of the Director-General of Health, Ministry of Health.
