Partially Operative Selwyn District Plan - Notification of Variation 4 (V4) Weedons Road
Yoursection Ltd have lodged a private request to vary the Partially Operative District Selwyn District
Plan (Variation 4 (V4)) with Selwyn District Council pursuant to Clause 21 of the First Schedule,
Resource Management Act 1991.
The proponent has requested that the Partially Operative Selwyn District Plan (PODP) be varied to
rezone approximately 17.3 hectares of land at 1/487, 2/487, 9/487 and 10/487 Weedons Road,
Rolleston from General Rural Zone to Medium Density Residential Zone (MRZ).
The proponent has requested amendments to the PODP that include:
* amending the PODP maps to rezone the site to MRZ.
* inserting two new outline development plans to guide development of the site.

Submissions
Any person or organisation may make a submission supporting or opposing any aspect of this private
variation request to change the PODP. Submissions must be written and in accordance with Form 5 of
the Resource Management (Forms, Fees and Procedure) Regulations 2003, which is available from
any Council service centre or online at www.selwyn.govt.nz/V4

Notice of requirement for designation or alteration of designation
Sections 168A(1A), 169, and 181, Resource Management Act 1991
Selwyn District Council has received a notice of a requirement for an alteration from NZ Transport Agency Waka Kotahi, in relation to Designation NZTA-1 – State Highway 1.
The site to which the requirement applies is as follows: The requirement applies to approximately 68,803m 2 of land located North and South of State Highway 1 (SH1) and east to west of SH1, at the intersection of Rolleston Drive and SH1 and Jones Road, Rolleston.
The requirement includes Crown land (administered by KiwiRail Holdings Limited) and land owned by Selwyn District Council.
The proposed work to be undertaken within the area of the proposed designation alteration involves:
- The closure of the existing intersection of SH1 and Rolleston Drive North and the construction of an overpass, over SH1 and the railway, to connect to Jones Road, with walking and cycling facilities.
- A new exit lane from SH1 southbound to Rolleston Drive North and a new service lane, to improve access to the Rolleston town centre, highway amenities and suburbs.
- Left turn only access / egress at Tennyson Street, Brookside Road, and Rolleston Drive South.
- A left turn only egress from Hoskyns Road onto SH1 northbound.
- Various ancillary works including, but not limited to, the construction of stormwater detention basins, reconfiguration of property access and associated road works within the local road network.

Any person may make a submission on the notice of requirement, but a person who is a trade competitor of the requiring authority may do so only if that person is directly affected by an effect of the activity to which the requirement relates that
(a) adversely affects the environment; and
(b) does not relate to trade competition or the effects of trade competition.

Tender for Licence to Occupy
Tender is sought for a Licence to Occupy the below land for a term of five years. Tender is for pastoral or arable/grazing activities of the said land. The keeping of pigs and cattle is prohibited. The successful tenderer is responsible for the payment of rates on the land.
The land is approximately 1.8 hectares and situated at Homebush Road, Coalgate. The legal description of this land is Pt RES 1557 and a section of unformed legal road.

Tenders close strictly 5pm on Thursday 12 June 2025 and must be submitted on the appropriate form contained in the tender pack. Submissions made on the incorrect format will not be accept.
Selwyn District Council - Valuation Rolls
The Valuation Rolls for Selwyn District Council have been revised by Quotable Value Limited (the Council’s valuation service provider).
The revised Rating Values are effective as at 1 September 2024 and the new notices of valuation will be posted to owners and ratepayers from 5 February 2025.
The District Valuation Rolls will be open for public inspection, free of charge, during regular office hours, at the offices of:

The revised values can be viewed until 14 March 2025.
Objections to the revised valuations must be lodged, in writing or online at www.ratingvalues.co.nz, no later than 14 March 2025.

Rating Information Database Available for Inspection
Selwyn district’s Rating Information Database (RID) is available for public viewing at any
time on Council website at selwyn.govt.nz/rates, or you can call into the Council’s Rolleston
offices, 2 Norman Kirk Drive, Rolleston, between the hours of 8.30am–5pm, Monday to Friday,
excluding public holidays. There is no fee to view the database.
The Selwyn RID contains Selwyn district-wide property valuation details, property rating
classifications and any current rates the property may be liable for. This includes rates set by
the Selwyn District Council and the regional council Environment Canterbury. RID does not give
owner or ratepayer details.
Please note that the purpose of the RID is to allow people to check what rate types and
differentials have been applied to their account for a particular rating year. The figures
displayed on the RID should not be used as confirmation of the actual rates charged/payable
on a property but are indicative of future rates at a given point in time.
This public notice meets the terms of Section 28 of the Local Government (Rating) Act 2002.

Flush your taps
Some plumbing fittings have the potential to allow minute traces of metals to accumulate in water standing in the fittings for several hours. Although the health risk is small the Ministry of Health recommends that you flush a mugful of water from your drinking-water tap each morning before use to remove any metals that may have dissolved from the plumbing fittings. We are recommending this simple precaution for all households, including those on public and private water supplies. This notice is issued by Selwyn District Council on behalf of the Director-General of Health, Ministry of Health.
