aerial view of Rolleston and State Highway 1Public consultation on new housing intensification rules, which will allow for more housing and at greater heights in relevant residential areas in Rolleston, Lincoln and Prebbleton, closed last Friday. We have provisionally received 114 submissions on the variation to the Proposed District Plan and 16 submissions on the variations to eight private plan changes to the Operative District Plan.

The Council is now working through the submissions to summarise the submission points, so we can notify our summary of submissions for further public consultation. This will not be a call for new submission points, but an opportunity to support, oppose or comment on someone else’s submission already made. We will let the public know who can make a further submission and how to do this when we reach this stage.

We expect to hold public hearings in May 2023. At these hearings independent commissioners will consider all submissions and officer reports recommendations.

The Council must notify a decision on the variations by 20 August 2023. It’s important to note that all variations will proceed through a new streamlined planning process. This means there is no right of appeal to the Environment Court.
